In 1952 Nemon was commissioned by Queen Elizabeth II to make a portrait bust of her then Prime Minister, Winston Churchill, to be placed at Windsor Castle. Nemon was asked to produced two models, one in plaster for a marble and one in bronzed plaster for a bronze. This final marble bust was completed in 1956.

Nemon was born in Croatia in 1906. He studied in Vienna and at the Academie Royale des Beaux Arts in Brussels. Of Jewish origin he moved to London in 1938 escaping fascism. Nemon first met Churchill during a holiday in Marakesh in the summer of 1951, when Churchill first sat for the artist for a terracotta bust. It was through Churchill that Nemon was introduced to Queen Elizabeth II, who granted him a studio at St James's Palace for a period. The majority of Nemon's work involved portraits and his commissions included representations of the most prominent and influential personalities of his time.
