Philip the Handsome ruled the Burgundian Netherlands from 1493-1506. Like his great-grandfather Philip the Good he is depicted wearing the collar of the Order of the Golden Fleece. His hands are animated, indicating that the portrait may have been intended to hang alongside an image of his wife, Joanna of Castile.
