His Highness the Protector.

Charles James Fox is shown protecting the door of the Treasury. The dog at his feet has the head of his ally Lord North. A few days earlier, Fox had threatened to prevent payments for public services when Parliament was not sitting. Here Rowlandson identifies Fox with the ‘Lord Protector’ Oliver Cromwell, but criticises his assumption of powers beyond his remit by adding ‘His Highness’.
